I solved it!
It was my video card driver. I have an ATI Radeon HD 4870, and I *had* installed the Catalyst 12.6 Legacy Driver for Windows 8. So I ran the Windows 8 version of the Catalyst installer and selected Uninstall to remove all AMD driver components. Rebooted as directed, and Windows installed some driver. That driver allowed video playback!
Then I tried to reinstall the Windows 8 version of the Catalyst driver--and playback failed again!
I'm going to do some further investigating and update this post.
Update:
The driver that Windows installs which works is "ATI Radeon HD 4800 Series (Microsoft Corporation - WDDM v1.1)", dated 6/19/2012, version 8.97.10.6.
The driver provided by the supposed Windows 8 Catalyst driver package is "ATI Radeon HD 4800 Series", dated 7/3/2012, version 8.970.100.3000. For control purposes, I installed just the driver, not the software.
Immediately after installing (no reboot was requested) Netflix then gives an error code that there is something wrong with the internet connection. Of course, the internet connection is fine.
When I do reboot, Netflix returns to its stalled-at-97% state.
So until AMD gets their act together:
Uninstall your video driver using the AMD uninstaller.
Let Windows install one for you.
If you want the other AMD software, run the Catalyst installer on Custom and make sure that the AMD Display Driver is not selected.

ajde sad jedno pitanje za sve. da li taj amd display driver utiče na igre? da li će mi raditi igre bez toga?
edit: pa naravno da utiče, nego šta nego da utiče... nego, ajde jedno drugo pitanje... KOJA OPCIJA u grafičkim drajverima može da pravi taj problem? šta da isključim/uključim da bi mi proradilo?
Ti se malo posvadja sam sa sobom.
