I found that it is probabily related to the 3G network.
I installed an application called GSam Battery Monitor on my Nexus 4. It told me that the wakelock of msm_hsic_host, which is related to the 3G modem, is surprisingly huge. And when I switch the network to 2G, the msm_hsic_host wakelock together with draining issue just disappears.
It is very inconvenient to switch to 2G. But you can make it a try. There is an app on Google Play that can automatically perform the switch operation: Intelli3G.

FOR EVERYONE STUCK IN BOOTLOOP:
First:
Flash Recovery and Radio first, then the rest of the images (manually, don't use the update command).
Once everything has written, boot into fastboot again. Hit the volume buttons and navigate to Recovery, press power.
You'll be greeted with the image of a dead Android. Press Volume Up and Power at the same time (a couple of times; the timing is finicky). Once in Recovery, select "Wipe data/factory reset" and execute. Once it's done, reboot and let it load.
Your Nexus 4 should boot normally this time, but give it about 10 minutes.
