Rapidshare - 10 downloads limit?

I have seen this on rapidshare.com - can you explain it a little?

Now it is possible to download one file only 10 times total??? That
sounds little bit weird...

kindly note that free users can either upload their files into a free
collectors account, or into the free zone. Files that are being uploaded into
the free zone anonymously can only be downloaded 10 times, while files that
have been uploaded to a free collectors account can be downloaded an unlimited number of times.
We suggest you tell the uploader to create a free collectors account to upload the files into, so they can be downloaded more than 10 times.
