Mislim da konkretno za Srbiju niko od notebook proizvodjaca nije pravio neki regionalni centar.
Ono sto treba da uradite je da nadjete neki mail (obicno je pri dnu) za pitanja i ostale gluposti i napisete o cemu se radi... da ste iz Srbije, da hocete besplatan upgrade itd. Ja sam ovo vec radio za jedan ACER notebook (doduse pre nego sto se Vista pojavila) i nakon mesec dana sam dobio odgovor koji glasi:

Your payment details.
Once you get your order number, we will need you to send your proof of
purchase together with this number, by fax, e-mail or post mail.
