po intelu 68 stepeni
sa ukljucenim ht-om mislim da bi prosao na 4200 sa tom voltazom ali ne bi bile ove temerature

The number in the Intel specs is not a core temperature rating. It's a TCase rating which is measured at the geometric center of your IHS after you cut a groove into your IHS and mount a thermocouple. That number is designed for system builders that want to make sure their selection of case fans, etc. are OK and is not designed for the average end user. When running a high stress program like Prime95, it's not unusual for the hottest spot on the core to be a good 25C higher than the TCase temperature so your actual TCase temperature is still well within spec when running Prime. That also gives you a good idea of how quickly heat dissipates.
The only temperature you need to be concerned about is your core temperature. Thermal throttling where your CPU slows down and thermal shut down are both based on your core temperature. Your CPU won't start to thermal throttle and slow down until a core temperature of approximately 99C. If it is below that number then it is running within spec and at full speed.
